Taiwan Spinners Association Says Textile Industry Attacks Mainland Key 1 Year in 2011

Huang Weiji, the Secretary-General of the Taiwan Textile Industry Development Association (Spinning), stated that the initial list of the Cross-Strait Economic Cooperation Framework Agreement (ECFA) was officially implemented on New Year's Day. He emphasized that 2011 marked a crucial year for Taiwanese textile companies to fully enter and expand their presence in the mainland market. To support local manufacturers in accessing both Hong Kong and mainland markets, Spinning will lead 12 top-tier apparel and textile companies from Taiwan to Hong Kong. Huang Weiji shared these plans with CNTA during an interview in Hong Kong, highlighting the association’s commitment to helping members grow their business across the strait. According to the ECFA Early Collection List, over 500 tariff reductions were introduced for goods exported from Taiwan to the mainland, with textiles accounting for 136 items. These products will see tariffs reduced gradually—ranging from 10% to 17%, phased over two to ten years, with all duties eliminated by the end of the third year. This gradual tariff reduction will allow Taiwanese textile producers to enjoy similar tariff-free benefits as their mainland counterparts, significantly boosting their competitiveness in the Chinese market. As a result, more Taiwanese brands are expected to gain a stronger foothold and increase their market share. In 2011, Spinning will intensify its efforts to help manufacturers enter the mainland. This includes organizing visits to major cities like Shanghai and Beijing for participation in large-scale national and international textile exhibitions. The association will also guide members to attend regional textile fairs and visit key garment manufacturers across the mainland. By doing so, they aim to foster collaboration between upstream and downstream textile companies and develop small-scale manufacturers in various regions. Huang Weiji noted that 2011 is a pivotal year for the Taiwanese textile industry to accelerate its expansion into the mainland. He expects positive results to emerge during the second and third quarters of the year. Additionally, he expressed confidence in the future of the mainland textile industry. According to the "12th Five-Year Plan" (2011–2015), the sector is projected to grow at an annual rate of 8%. In 2010 alone, the mainland’s total textile exports reached $205.9 billion, while domestic consumption exceeded $800 billion, underscoring the vast potential of the market.
